There are two things you need to do before you go ahead with the installation process. First of all, make sure you have backed up your data using iTunes or iCloud. Secondary, make sure your device is compatible to work with iOS 13 beta. If it’s not compatible then you might want to reshuffle your plans a little bit.

Register Device UDID First

Now launch the Apple Developer Program website, sign in, click on Certificates, Identifiers & Profiles. Here just select 'All' from the 'Devices' menu on the left then enter the name of the device along with UDID in order to register it.

Clean Install iOS 13 beta 1
Want to reap the maximum benefits of the newly released beta? Then you might want to download iOS 13 beta 1 using a clean slate. But obviously, as the name suggests, you will lose all your files and settings, so a backup is absolutely necessary here. But the upside here is that you will end up with a fresh installation that is as zippy as possible, not hindered by third-party apps running in the background.

Although Apple will not sanction this in any case, but it’s entirely possible to download iOS 13 beta without a developer account. And we will not be held responsible for anything that might go wrong from trying out this method. Make sure your files and settings are thoroughly backed up before going ahead. I will go as far as suggesting that you should wait for the public beta version of iOS 13 to arrive instead.
