It's official: Outriders is indeed launching on February 2nd, 2021 as previously listed on Steam. The developers have explained the reasons in this blog post on the official Square Enix website.
It had been our full intention to deliver Outriders to you within the Holiday 2020 season. COVID-19 has certainly affected our operations over the past months, but the teams have all worked extremely hard to adapt to changing circumstances. While the core game is now in a largely complete state, our testing operations were unfortunately among the most affected by the work-process-restructuring caused by the novel coronavirus. To that end, we need a bit more time to get it right and ensure that the Outriders experience will be as smooth and issue-free as it possibly can be when we launch. It is our utmost priority to give you the best and most complete Outriders experience possible, at all costs.
There's some good news to go with the slight delay, though, as Outriders will support a full cross-play experience between PC, consoles, and Google Stadia. Additionally, a free upgrade is being offered for those who purchase Outriders on PlayStation 4 or Xbox One and later want to move to PlayStation 5 or Xbox Series S/X.

Outriders, the third-person shooter/RPG in development at People Can Fly, has been listed for a 'Holiday 2020' launch window for a long time now without having a more concrete launch date.
A Steam page for the pre-order bundle, which includes the Hell's Rangers Content Pack, now lists the game for a February 2nd, 2021 release. However, the main Outriders product page still features the generic 'Holiday 2020' window.
We've reached out to Square Enix for comment and will let you know if we hear back.
