The second beta arrives two weeks after the company seeded the first beta. If you're willing to install iOS 11.4.1 on your iPhone or iPad, you should be a registered developer. if you are, you can install it from Apple's Developer Center or via the over-the-air mechanism. However, do make sure that a proper configuration profile is required from the Developer Center.
